Dillard nació en su casa en Florida. En su adolescencia trabajó con un grupo de rap no local llamado 2 Live Crew. Más tarde formó su propio grupo llamado Groundhoggz. Su trabajo con 2 Live Crew  llamo la atención de De Vante Swing. Con él buscó un sello discográfico que lo acogiera pero fue rechazado.

Después de graduarse él encontró varios trabajos fuera de la música. En el año 2001  fue a una Universidad de Las Vegas, durante dos años para luego dejarla por la música. El mismo año volvió a Florida para retomar su carrera musical y luego firmar un sello discográfico Poe Boy/Atlantic. En 2007 lanza su single promocional "Birthday", con la colaboración de Rick Ross para al año siguiente lanzar su primer álbum. En 2010 apareció  junto a David Guetta con "Club can't handle me" estando muchas semanas en el número 1.Trabajó con la actriz y cantante Anahí en un disco el cual sale a mediados del 2012. El 23 de mayo de 2012, interpreto junto a Jennifer Lopez  Goin In durante la temporada final de American Idol. El 4 de septiembre de 2012, Flo Rida se presentó en el concierto de Jennifer López, junto a Enrique Iglesias en Miami. El 13 de septiembre de 2012, Flo Rida presentó "I Cry" en el reality America's Got Talent.

Me gusta porque trata de lo difícil que ha sido su vida, la pérdida de su hermana, la vida de su madre, lo que le ha costado llegar a la cima.
